MBE/WBE Compliance Manager

CLASS TITLE: MBE/WBE Compliance Manager
LOCATION: Missouri Gaming Commission, Jefferson City, Missouri

SALARY: $55,548 - $61,620



POSITION SUMMARY

This is a specialized position responsible for conducting minority business enterprise (MBE) and women

business enterprise (WBE) compliance analysis and audits of Missouri Class B gaming licensees which includes reviewing documentation to ensure the qualifications of each certified certificate complies with official state legal requirements. Direct and conduct investigations by interviewing corporate/casino management personnel and identifying, collecting, evaluating, analyzing and cataloging applicable MBE/WBE compliance information, presenting it to the Missouri Gaming Commission, and making public presentations. The MBE/WBE Compliance Officer has access to confidential information and is expected to exercise discretion and professionalism. Work may also include preparing or causing to be prepared all letters and documents associated with MBE/WBE compliance. Travel required.


QUALIFICATIONS
Three years of professional or technical experience in public or business administration, procurement, construction contract negotiations, architecture or closely related areas which afforded a knowledge of the problems of minority owned business, including at least one year working with construction contractors; and graduation from an accredited four-year college or university with specialization in public or business administration, accounting, architecture, urban planning or a closely related field. (Graduate work in the areas specified above may be substituted on a year-for-year basis for the required general experience. Additional qualifying experience may be substituted on a year-for-year basis for deficiencies in undergraduate education.)

Procurement Supervisor

The Procurement Supervisor coordinates the acquisition of materials, supplies, equipment, and services; reviews purchase requisitions for accurate data and appropriate authorization; obtains price quotations; acts as project lead on complex projects; provides professional and technical assistance in preparing solicitations and contracts; and supervises staff.

This position requires five (5) years experience in purchasing including two (2) years of experience in contract writing. Preference will be given to public procurement experience. In addition, two (2) years of supervisory experience is required along with a strong knowledge of purchasing methods, systems and controls, and contract administration and knowledge of modern procurement practices and procedures.
